Question:

Regarding the du’ā mentioned in the ḥadīth of ʿĀʾishah, is this to be said in sujūd only, or is this to said outside the ṣalāh or inside the ṣalāh and in sujūd only?

Answer:

This du’ā is something which is general and there is nothing that makes it specific to be said only in ṣalāh or only in sujūd. It can be said in any and every time, inside the ṣalāh or outside the ṣalāh. There is nothing that makes this du’ā specific. So, in all of the last ten nights of Ramaḍān we should say this du’ā as much as possible and at all times.
